Minutes of Half-yearly General Meeting, 1995

28 November 1995, 8.00pm

Held at Cheadle Conservative Club

Present: Chairman, Vice-chairman, Secretary, Match secretary, Results secretary, Veterans’ secretary, Veterans’ results secretary, Treasurer and delegates from 46 clubs

Absences: Albert, Ladybridge Park, Northern Etchells, Victoria, Withington

  1. The Chairman asked members to stand for a few seconds in memory of our colleagues who had passed away.
  2. Roll call – see above.
  3. Correspondence. Applications for membership had been received from Heaton Norris Park (later withdrawn), Poynton WMC, Longsight Cricket Club and British Pneumatic.
  4. Secretary’s report. Mr Reynolds reported that he had been “thrown in at the deep end” on taking over this office, and he thanked all those who had helped him to carry out his duties.
  5. Match secretary’s report. See attached sheet.
  6. Veterans’ secretary’s report. (Mr L. Shinner). The veterans’ merit was won by W. Green of Great Moor. In the Jennison Shield final, Great Moor beat Victoria. Four applications for membership had been received, from Houldsworth Park, SMBL, Cheadle Park and Silverwings. (Hazel Grove said they may also be able to enter a team.) Mr Shinner was considering the possibility of accommodating these teams by enlarging the divisions.
  7. Treasurer’s report. The Presentation evening had been a success, although the final figures were not yet available. Mr Forrest thanked Jack Barratt of Bungalow and Bob Newlan for their help in organising and running the evening.
    The meeting passed a vote of thanks to Mrs Greta Forrest for her contribution to the evening, and especially for the catering.
  8. Rule changes. See attached sheet for details.
    Rule 9 – carried.
    Rules 91, 9b – carried.
    Veterans’ rule 7 – An amendment to delete “played” and insert “re-arranged” in the proposal was proposed by Levenshulme Catholic Club and seconded by Houldsworth WMC. Carried, 36 for, 3 against. The amended proposal was carried.
    Veterans’ rule 8b – carried.
    Merit qualification rules 1a – carried.
  9. AOB. It was confirmed that a club’s list of registered players applies to both its teams – subject to the rules a player can play for any team. There are separate registration lists for the evening and veterans’ leagues.
    The idea of having separate meetings for the veterans’ league was discussed. This was considered appropriate now that the veterans’ league was as big as the evening league. However, it would mean many delegates would have to attend extra meetings.
    The entry fee for the veterans’ merit is currently 50p. Should it be £1?

Match secretary's report, 28 Nov 1995

Difficulties this season were caused because officials’ names were not in the handbook, officials were new to the job, and the division of responsibilities.

I propose to do the jobs of Secretary, Match secretary and Results Secretary for next year — if you'll have me and if no-one else volunteers. This is to be decided at the AGM. I hope that this will eliminate the problems of this year. In the meantime, thanks to all clubs for their understanding, and to Paul Reynolds for stepping into the breach, to Frank Russell for keeping the results in order and producing league tables, and to Bob Newlan for being there.

You should each have received an information sheet tonight (or two if two secretaries). Please return them now if possible, and by 31st December at the latest. There's not much to do, as most of the information is pre-printed. If a sheet is not received, last year’s info will go in the handbook.

Final league tables were distributed with the advance notice for this meeting. There is at least one vacancy, in Division B, and we currently have three applications. Poynton WMC will join the league next year (they already have a team in the vets’ league). Please tell me as soon as possible if any other clubs wish to withdraw a team. We aim to finalise the leagues ready to compile the fixtures by the end of the year. If no-one else withdraws, I propose to relegate one team from B, and promote two from C and three from D and E. However, final decisions must depend on whether other teams withdraw. I would expect always to relegate at least one team (pour encourager les autres), and to promote to fill vacancies (to increase movement and provide an incentive). The final league composition will be subject to approval at the AGM.

Other results were also issued in October. I have been told that the average winner in Division D (B. Morrison of Robinsons) had an even more impressive record. I suppose some of his results got confused with those of P Morrison —a general problem. Anyway, he is still top of the list.

My apologies to Craig Butterfield, who I showed as runner up in the Callison Cup — he won it and Arthur Bradley was runner up. It was a close final, with Arthur ahead until the end, but that’s no excuse. The engraving for the Callison and Merit cups was mixed up, partly due to this mistake. They are expected back tomorrow, and I will deliver them next week.

The AGM will be held in January. Secretaries will be notified of the date.

Proposed Changes to Rules

Main rules. Rule 9

Amend second sentence to read: “Registrations will be accepted after this date up to 31 July at a fee of 50p per member. No registrations may be made after 31 July.”

Delete existing rules 9a and 9b and insert new rule 9a: “The Treasurer is to issue each Club an account of fees due for the season before 30 September. All fees are to be paid within 30 days of receipt of the account. Any Club not having paid its fees within 30 days shall incur a levy of £5.00 imposed by the Treasurer.”

After “within 7 days of the original date.” insert: “All matches must be completed prior to the date of the last game of the season.”

Delete existing rule and substitute: “If there is an objection to a mark because of maximum length such objection to be made after the first bowl has come to rest.”

Add at end of existing rule: “For the Callison Cup and Individual Merit, qualification must relate to the evening league. For the Veterans’ Merit, qualification must relate to the Veterans’ League.”
