Parkville

After playing one match (with only seven players), Parkville have decided they do not have a big enough squad to carry on and have resigned.

This means that Veterans’ Division 6 teams have two extra open dates.

In the PCS Cup, Nursery A have a bye to Round 2. The first round match between Didsbury Park and Grange A on 10 July will now be played at the Shaw Heath green (in Alexandra Park) instead of Parkville.

Green End and Royal Oak

Following closure of the pubs, these clubs have folded. This creates open dates in the divisions affected: Division B and veterans’ divisions 3 and 6.

In the Round 1 of the Bob Newlan Memorial Trophy, Cheadle Cons B have a bye and the match between Ladybridge Park and Cheadle Cons A will now be played at Longsight CC.

In Round 1 of the PCS Cup, Nursery D and Debdale Park A have byes. The Round 1 match on 10 July between Parkville and Nursery A will now be played at the Shaw Heath green (in Alexandra Park). The Round 2 match Didsbury Park or Grange A versus South Manchester RBL A or Marple Park B will now be played at Longsight CC.

Minutes of Annual General Meeting, 2013

Held at Cheadle Conservative Club

1. Silent invocation

The secretary asked delegates to stand for few moments in silence in memory of colleagues who had passed away in the last year. These included:

3. Minutes of previous annual general meeting

The minutes of the previous annual general meeting had been circulated. They were taken as read and approved.

4. Correspondence and Secretary’s and Match Secretary’s report

Evening league

There was one new team this year: Romiley Arms, who are moving their second team from the S&D to us. There is one resignation: Gatley Rec B, and Bungalow started last season but resigned early on. That leaves the league with 29 teams.

Based on their performance in the S&D, the secretary thought Romiley Arms should go in Division B, and they would certainly then be near their correct level. But that would leave divisions of 9, 11 and 9. That was not very satisfactory, and it would be better to get to divisions A and B to 10 teams each.

There were two ways of doing this: relegate 1 and promote 2, or relegate 2 and promote 3. It could be argued that Bungalow finished bottom of Division A with no points, so only the one club above them should be relegated. On the other hand, the policy in the past has always been to move more teams rather than fewer, to stir things up and create more variety in the league.

Last year, Heald Green finished 2nd from bottom in Division A (or third from bottom if you include Bungalow). Waggon & Horses finished 3rd in Division B.

So essentially the choice is between:

  1. Leave Heald Green B in Division A
  2. Promote Waggon & Horses to Division B

A brief discussion followed. Heald Green stated that in their view Bungalow was the bottom club in Division A, with Burnage second from bottom. Heald Green had finished high enough to avoid relegation. They confirmed that they would accept the decision of the meeting, with no appeal.

On a vote, option 1 received 26 votes and option 2 received 12 votes.

The secretary proposed to run the Bob Newlan Trophy and the Merit in the same way as last year.

Veterans’ league

West Heaton had applied to reinstate their vets team. They were in Division 2, and the secretary proposed they should return there.

Otherwise there was a great name change. The Klondyke squad would now play at Burnage Garden Village. The Wythenshawe park squad would now play at Northenden Social. Heaton Mersey Vets would now be known as Didsbury Park (they have been playing there for several years). To help avoid confusion the existing Didsbury team will be shown as Didsbury BC.

The secretary had received correspondence which led him to believe S Manchester RBL were considering withdrawing their second team. However the club confirmed that that was not the case.

There would therefore be a straight two-up, two-down.

Green Rotas and Player Registrations

Delegates had been given green rotas for the evening and vets' leagues as appropriate. They were asked to make sure their greens are available as required. Also they had been given a list of their players from last year to help them register players for this year.

Great Moor Sports ‘C’ Home matches

The meeting agreed that these matches may be played at 10.30am.

County affiliation

Since the last meeting, the Cheshire proposal to abolish the reduced rate for clubs in other counties (indirect affiliation) had been defeated. However the Cheshire management were expected to try again. Meanwhile, Greater Manchester had lurched to the brink of oblivion and to save themselves were now going to charge an additional fee of £2 per team. So on balance, and for the time being, Cheshire remained the better choice.

5. Treasurer’s report

The treasurer summarised the accounts. Club registrations had increased in line with the plan. Other income was generally similar. We tend to have a cash flow problem at the start of the year, with expenditure arising before income comes in. So prizes had been held at the previous year's level to increase the balances.

The secretary explained that the web site was becoming more expensive to run, because of the use it was getting. This was offset by fees paid by other leagues. However what had started as a small activity for the Cheadle and Gatley league was now a major operation, with over 50 leagues on the site. In future he proposed to run it as his own activity, so the income and expenditure would largely disappear from the league accounts.

The current five year plan had ended, and the treasurer proposed a new one. [This is described in more detail here] Our main source of disposable income was club fees, and the main expenditure was prizes and honorariums. The aims of the plan were:

There was some discussion. Although there was some risk in planning so far ahead, we had had at least two five year plans up to now without problems. The AGM retained the right to follow or deviate from the plan each year.

6. Auditor’s report

The auditor confirmed that he had examined the accounts and found them to be an accurate record.

8. Fixing of honorariums

The chairman proposed that the honorariums should follow the new five year plan. This would represent a decrease from last year.

The new honorariums were as follows.

The honorarium for the veterans’ secretary would be split between the secretary and the veterans’ match secretary.

9. Presentation of trophies and prizes

10. General discussion of matters affecting the league

There was no further business and the meeting closed at 8.55pm.

Evening League composition, 2013

Bungalow resigned from the league (Division A) early in the 2012 season. Gatley Rec B have resigned from the league (Division C) for the 2013 season.

Romiley Arms have applied to enter a team. This is their second team that used to play in the Stockport & District league.

We propose to place the new team in Division B, as this seems about the right level, and certainly not too far from exactly the right level. This gives us 29 teams. Two-up two-down promotion and relegation would leave divisions of 9, 11 and 9.

There are (at least) three arrangements that would balance the division sizes:

  1. Relegate one team (plus the absent Bungalow) from Division A. Promote the top two from Division B. This gets Divisions A and B to ten teams each.
  2. Relegate the bottom two teams (of those that finished the season) from Division A. Promote the top three from Division B. This also gets Divisions A and B to ten teams each.
  3. Keep to uniform promotion and relegation of two teams between each pair of divisions. This leaves Divisions A and C with 9 teams and B with 11.

The AGM will be invited to decide between these options (and any others that may be suggested).

Minutes of Half-yearly General Meeting, 2010

22 November 2010, 7.30pm

2. Minutes of previous half-yearly meeting

There was no half-yearly meeting in 2009. The minutes of the previous half yearly meeting (on 24 November 2008) were circulated prior to the AGM in January 2010 and approved at that meeting.

3. Proposed rule changes

3.1 Submission of match sheets

Add at end of rule 2.3:

Teams must notify the match secretary of any discrepancies in the recording of a match within 14 days of its publication of the web site.

Proposed by Torkington Park

This proposal arose from a case in the 2010 season where a team was entered in the database with 10 points fewer than it should have had. This led Torkington Park to believe they had won Division 5. The error was discovered at the end of the season, and put them in second place. The intention was to provide some certainty by putting the onus on clubs to notify errors promptly.

There was some discussion as to whether 14 days was long enough, and an amendment changing this to 21 days was approved.

The motion was passed with no votes against.

3.2 Potential penalties

Add the following sentence to League Rule 3.3 (ii):

If a rearranged match is not completed by the end of the season the average home and away points respectively will be awarded, decreased by 20% for the club that originally requested the rearrangement.

Proposed by Waggon & Horses

The Waggon & Horses delegate said that while most clubs played their matches as per the fixtures, a few were wont to cancel matches because of a shortage of players. Often this was because of a fixture in another league. He considered this to be an abuse of the system, and wished to discourage the practice.

There was some discussion as to whether the proposed penalty was harsh enough, and awarding both teams zero points was suggested. However this was considered too radical to be acceptable as an amendment to the motion.

On a vote, the motion was passed with 6 votes against.

4. Presentation of trophies and prizes

The chairman presented league and cup trophies and prize money to winning teams and trophies to the average winners.

5. General discussion of matters affecting the league

The Annual General Meeting would be on 24 January 2011.

There was no further business and the meeting closed at 8.10pm.
